There is another program called 'gparted' that can also be use to format storage device, gparted is a graphical (GUI) program and gparted is not available by default on lubuntu, so you need to install first.

To install gparted on lubuntu/ubuntu, you can run this command:

Once installed, you can find gparted from the start menu > System Tools > GParted. You will be asking for root password when you open gparted because it needs root permission.

Gparted is a nice looking GUI based storage formatting and disk partition tool, it reminds me of partition magic program on windows operating system.

On gparted, you need to select first the storage device that you want to format (sda, sdb, sdc, etc), there is a scroll selection on the top left of the program.

If the storage device that you want to format is mounted, you need to un-mounted first before you can format, simply right click and select 'Unmount'.

Once un-mounted, right click again and then select 'Format to' and choose one the file system you desired to use (ext2, ext3, ext4, fat16, fat32, ntfs, etc)

Gparted is a very nice program to manage storage device and partition, if you are looking for disk partition tool on lubuntu/ubuntu, then gparted is the one for you, it's simply better than 'disks' (gnome disk utility) in my opinion.
