Honestly i'm little bit lost when i first try lubuntu 13.04 because i couldn't find the command line console (terminal).
Where the hell is the terminal? you can find the command line terminal from Start menu > Accessories > LXTerminal.
So it's called LXTerminal instead of just terminal, so here's the command line terminal on Lubuntu:
Go ahead give it a try, type something :)
Note : you can also press the keyboard shortcut to open the terminal, press CTRL + ALT + T
